Binay files complaints versus Cayetano for calling her ‘Marites’

For calling her “Marites” and saying “Nabuang ka na day (You have gone crazy lady)” during the hearing on the Senate New Building (NSB), Senator Nancy Binay on Monday filed an ethics complaint against Senator Alan Peter Cayetano.

Binay said Cayetano also accused her of “disturbing” last week’s hearing of the Senate Account Committee which he chaired under the new Senate leadership led by Senate President Francis Escudero.

Binay was the chairperson of the said committee during the term of former Senate President Juan Miguel Zubiri who was replaced by Escudero. 

Aside from reminding her that her name is Lourdes and not “Marites,” a monicker for a rumor monger, Binay said she was also accused by Cayetano of giving 10 scripted interviews to 10 radio stations.

In a 15-page ethics complaint, Binay accused Cayetano of palpable violation of Sec. 93 and Sec. 94 of Rule XXXIV of the Rules of the Senate which prohibit unparliamentary act and language specifically during a public hearing. 

She sought that Cayetano be held accountable and liable for all his “unparliamentary  conduct” which violated the Rules of the Senate. 

Binay personally went to the Office of Majority Leader Francis Tolentino, Ethics Committee chairperson, to file her complaint. 

Tolentino was not in his office , but he had earlier assured to conduct a hearing on the matter when session resumes. 

Binay also personally gave a copy of her ethics complaint to the Office of Cayetano who also was not around. 

In a press conference after the filing, Binay  strongly believes that Cayetano violated some rules of the Senate particularly in  uttering  “offensive” or hurting words.

An emotional Binay said she will no longer allow the bullying in 2015 felt by her children, nephews and nieces when Cayetano led the Senate probe  in the alleged anomalous construction of the  Makati City Hall Parking Building and implicated former  Vice President Jejomar Binay and her brother Jejomar Erwin Binay. 

She said what happened was difficult to explain  to somebody who has never been a parent, obviously referring  to Cayetano who has no child. 

Cayetano  conducted an investigation following an order from Escudero to conduct a review of the NSB’s contact price  which spiked to P23.3 billion from the original price of P8.9 billion.
